Home’s ‘special measures’ report

A Holbeach residential home has been put in special measures after failing an inspection.

The Nutten Stoven Residential Home was rated inadequate by the Care Quality Commission (CQC) and risks losing its registration.
“This inspection was carried out to follow up an action we told the provider to take at the last inspection,” the report says.
“The overall rating for this service is inadequate and the service is in special measures. This means we will keep the service under review, and if we do not propose to cancel the provider’s registration, we will reinspect within six months,” it adds.
The home had 21 people resident at the time of the inspection, and has room for a total of 30.
The most recent inspection found a litany of failings, including:
* A resident who wasn’t given any means of calling staff and had to wait until a member of staff walked by.
* Healthcare checks were not completed properly and people were at risk of not receiving essential care.
* Staff and management were ‘not knowledgeable’ about risks related to people’s care needs.
* A resident was left in ‘significant pain’ during routine treatment as no prescribed pre-emptive pain relief was given.
* Medicine records were poorly managed and not always complete.
* A resident was seen to wait 14 minutes before staff acknowledged their call.
“One person’s care plan stated they required observation and prompts during mealtimes. However, we found the person alone in their room, with their meal on the table in front of them going cold,” says the report.
“No staff had received training on end of life care, and we found some staff lacked knowledge in this area. This meant people were at risk of receiving inappropriate or unsafe end of life care,” the inspection team said.
The home had no registered manager and the catering was out-sourced due to lack of staff at the time of the inspection.
“The provider was open and honest during the inspection about challenges and shortcomings at the service. Since the inspection the provider has taken action to improve the quality of service,.” the report notes.
‘Reasonable steps’ were being taken to employ a registered manager and there was an interim part-time manager with a second recruited after the inspection.
The home was rated inadequate for safety, effectiveness and leadership. It Requires Improvement for care and responsiveness.
